It is a device that is said to attach in series to a person’s phone lines such that when there is an incoming call and the handset owner picks up the phone, then the circuit transmits the conversation a short distance.

It will specifically radiate from the phone line, and it is said to be a passive device with no battery and it, in a very interesting way, uses the signal coming into the phone for power. In addition, since no aerial is needed, an RF signal is fed back into the line inside the phone, which then radiates the signal in the FM band.
