It is a device that is said to attach in series to a person’s phone lines such that when there is an incoming call and the handset owner picks up the phone, then the circuit transmits the conversation a short distance.

It will specifically radiate from the phone line, and it is said to be a passive device with no battery and it, in a very interesting way, uses the signal coming into the phone for power.
